The road traffic act 1988 was formulated to guide different road users on proper usage of roads. It is divided into six sections. The first section deals with provisions of safety. It says that drivers are not allowed to drive under the influence of drugs or intoxicants. Protective measures like wearing helmets and seat belts have to be put in place to protect passengers. Children under fourteen years must not be left to occupy front seats.
Cycling offenses are explained therein. Cycle racing on public roads is prohibited according to the law. Bikes are only allowed to carry a single passenger at a time. Regulations governing vehicle usage away from public roads is catered for too. The policies governing vehicle movement like traffic lights use are also explained.
In section two, conventions of equipment and vehicle use are covered. It majorly deals with approval of design, equipment as well as vehicle marking. In granting excise licenses, the conditions are well stipulated. Automobile test on roads is recommended. It can be done by certified officers whenever they feel there is need. Drivers must never refuse their vehicles getting inspected.
Equally important a feature and which is also catered for in the second section is maintenance of mechanical devices that use the roads. Their loading is controlled too. Horse drawn vehicles and pedaled cycles have also to adhere to given rules.
In part three, all drivers ought to possess valid licenses that are an indication that they are qualified. This is subject to tests prior to granting of the documents. Those who drive should be physically fit as provided for in this section. Factors leading to disqualification from owning licenses are outlined. There are instances that may lead to appeals, and they are explained too.
Vehicles that solely deal with heavy goods and their licensing are dealt with in the fourth part. Individuals driving such have to have special heavy goods vehicle licensing that prove their qualifications in handling such. Review of assessments is catered for too.

NEW YORK ? The nation's crude oil and gasoline supplies rose last week, the government said Wednesday.
Crude supplies increased by 1.9 million barrels, or 0.8 percent, to 341 million barrels, which is 4.7 percent below year-ago levels, the Energy Department's Energy Information Administration said in its weekly report.
Analysts expected supplies to be unchanged for the week ended Sept. 23, according to Platts, the energy information arm of McGraw-Hill Cos.
Gasoline supplies rose by 800,000 barrels, or 0.4 percent, to 214.9 million barrels. That was less than analysts expected and 3.5 percent below year-ago levels.
Demand for gasoline over the four weeks ended Sept. 23 was 2.4 percent lower than a year earlier, averaging 8.9 million barrels a day.
Refineries ran at 87.8 percent of total capacity on average, a decline of 0.5 percentage point from the prior week. Analysts expected capacity to fall to 87.3 percent.
Supplies of distillate fuel, which include diesel and heating oil, rose by 100,000 barrels to 157.7 million barrels. Analysts expected distillate stocks to increase by 1 million barrels.
Crude oil fell $1.42 to $83.03 per barrel in morning trading in New York.

According to his own website, Matt Furey was born in Carroll, Iowa and began to compete in both swimming and wrestling events at the young age of eight. He began a champion in both of those and was the state runner up in 1981 at the Class 3A Iowa High School State Wrestling Championships. At that time he weighed only one hundred and sixty seven pounds. Furey was a member of three different national championship wrestling teams and also wrestled for the Olympic Gold Medalist Dan Gable while attending the University of Iowa from 1981 until 1984.

Furey then moved to Edinboro University in Pennsylvania in the fall of 1984. His plan was to help rebuild the doormat wrestling program which was in place there. He was the winner of the NCAA II National Title in 1985, winning over the State Champion of California, Howard Lawson, who had won the title twice before. Furey opened his own business for personal training in the winter of 1987. At that time he mostly worked with high school wrestlers, who went on to wrestle in college as well. But Furey soon saw an untapped niche.

MADISON Corn split off from its closest relative teosinte, a wild Mexican grass, about 10,000 years ago thanks to the breeding efforts of early Mexican farmers. Today it's hard to tell that the two plants were ever close kin: Corn plants stand tall, on a single sturdy stalk, and produce a handful of large, kernel-filled ears. By contrast, teosinte is branchy and bushy, with scores of thumb-sized "ears," each containing only a dozen or so hard-shelled kernels.
In seeking to better understand how teosinte gave rise to corn, a scientific team has pinpointed one of the key genetic changes that paved the way for corn's domestication. As reported today (Sept. 25) on the Nature Genetics website, a major change occurred about 23,000 years ago, when a small piece of DNA a jumping gene known as Hopscotch inserted itself into the control region of a teosinte gene that affects plant architecture. This case is among the first to show that a jumping gene can cause alterations in gene expression that impact evolution.
"Hopscotch cranked up the gene's expression, which helped the plant produce larger ears with more kernels, plus become less branchy, and so those early farmers picked plants with the Hopscotch to breed," says University of Wisconsin-Madison plant geneticist John Doebley, a corn evolution expert who led the team.
Jumping genes are strange genetic entities. Found in all sorts of organisms, these pieces of DNA, which carry just a few genes, have the ability to splice themselves out of their current position in the genome and "jump" to other spots. As they mix and mingle with the genome, jumping genes, which are also known as transposable elements, create genetic variation that evolution can act upon. Typically, jumping genes' effects are neutral or bad, as when they land in a stretch of junk DNA or disrupt a critical gene.
"But occasionally, they do something good," says Doebley. "So we found a case where the mutation caused by a transposable element has done something good."
In corn, Hopscotch dials up expression of the teosinte branched 1 (tb1) gene, which produces a transcriptional regulator protein that represses branching, encouraging the plant to grow a single stalk and produce larger ears with more kernels. When early Mexican farmers first encountered teosinte with this Hopscotch insertion, the rare plants must have been prized breeding stock: Today 95 percent of modern corn has this particular genetic alteration.
In recent years, researchers have begun finding more and more cases where transposable elements are associated with altered gene expression, but the links are often only correlative. For this project, however, the paper's first author, Anthony Studer, Doebley's former graduate student who now works as a postdoctoral researcher at Cornell, took the time to show that Hopscotch does in fact cause elevated gene expression. In doing so, this study is among the first to prove that jumping genes can impact gene expression, and, in turn, evolution.
"It's rare that geneticists can explain the genetic changes involved in domestication at this level of detail," notes Doebley, who has made a number of impressive contributions to the corn evolution field over the years.
Early in his career, Doebley helped identify teosinte as corn's closest relative, and in 2005, his team showed that a single genetic mutation was responsible for removing the hard casing around teosinte's kernels, exposing soft grain, another critical step in corn's domestication.
While Doebley's motivation comes from the desire to understand basic evolutionary processes, his work, he notes, could also have real-world applications. "People in plant breeding and plant biotechnology take some interest in this work because they are basically trying to continue the domestication process," he explains. "So understanding what's worked in the past could influence what they do in the present to improve corn."

ScienceDaily (Sep. 25, 2011) ? Scientists at Case Western Reserve University School of Medicine found a way to rapidly produce pure populations of cells that grow into the protective myelin coating on nerves in mice. Their process opens a door to research and potential treatments for multiple sclerosis, cerebral palsy and other demyelinating diseases afflicting millions of people worldwide.
The findings were published in the online issue of Nature Methods on Sept. 25.
"The mouse cells that we utilized, which are pluripotent epiblast stem cells, can make any cell type in body," Paul Tesar, an assistant professor of genetics at Case Western Reserve and senior author of the study, explained. "So our goal was to devise precise methods to specifically turn them into pure populations of myelinating cells, called oligodendrocyte progenitor cells, or OPCs."
Their success holds promise for basic research and beyond.
"The ability of these methods to produce functional cells that restore myelin in diseased mice provides a solid framework for the ability to produce analogous human cells for use in the clinic," said Robert H. Miller, vice dean for research at the school of medicine and an author of the paper.
Tesar worked with CWRU School of Medicine researchers Fadi J. Najm, Shreya Nayak, and Peter C. Scacheri, from the department of genetics; Anita Zaremba, Andrew V. Caprariello and Miller, from the department of neurosciences; and with Eric. C. Freundt, now at the University of Tampa.
Myelin protects nerve axons and provides insulation needed for signals to pass along nerves intact. Loss of the coating results in damage to nerves and diminished signal-carrying capacity, which can be expressed outwardly in symptoms such as loss of coordination and cognitive function.
Scientists believe that manipulating a patient's own OPCs or transplanting OPCs could be a way to restore myelin.
And, they have long known that pluripotent stem cells have the potential to differentiate into OPCs. But, efforts to push stem cells in that direction have resulted in a mix of cell types, unsuitable for studying the developmental process that produces myelin, or to be used in therapies.
Tesar and colleagues are now able to direct mouse stem cells into oligodendrocyte progenitor cells in just 10 days. The team's success relied upon guiding the cells through specific stages that match those that occur during normal embryonic development.
First, stem cells in a petri dish are treated with molecules to direct them to become the most primitive cells in the nervous system. These cells then organize into structures called neural rosettes reminiscent of the developing brain and spinal cord.
To produce OPCs, the neural rosettes are then treated with a defined set of signaling proteins previously known to be important for generation of OPCs in the developing spinal cord.
After this 10 day protocol, the researchers were able to maintain the OPCs in the lab for more than a month by growing them on a specific protein surface called laminin and adding growth factors associated with OPC development.
The OPCs were nearly homogenous and could be multiplied to obtain more than a trillion cells.
The OPCs were treated with thyroid hormone, which is key to regulating the transition of the OPCs to oligodendrocytes. The result was the OPCs stopped proliferating and turned into oligodendrocytes within four days.
Testing on nerves lacking myelin, both on the lab bench and in diseased mouse models, showed the OPCs derived from the process flourished into oligodendrocytes and restored normal myelin within days, demonstrating their potential use in therapeutic transplants.
Because they are able to produce considerable numbers of OPCs -- a capability that up until now has been lacking -- the researchers have created a platform for discovering modulators of oligodendrocyte differentiation and myelination. This may be useful for developing drugs to turn a patient's own cells into myelinating cells to counter disease.
The National Institutes of Health, CWRU School of Medicine, the New York Stem Cell Foundation, the Myelin Repair Foundation, the National Center for Regenerative Medicine, and the Case Comprehensive Cancer Center funded the research.

The captain of the MV Spice Islander I ferry, Said Abdallah Kinyanyite, 58, who remains missing, was charged in absentia at the Zanzibar High Court on Friday.
Authorities said they could not confirm whether or not the captain had drowned in the accident in the early hours of September 10. More than 600 people survived the tragedy in the popular tourist destination.
Prosecutors also charged one of the owners of the ferry, Yusuf Suleiman Jussa, 47, first officer Abdallah Mohamed Ali, 30, and a Zanzibar Ports Authority employee responsible for passenger inspection, Silima Nyange Silima, 27.
Zanzibar's director of public prosecutions Ramadhan Nassib told the court their negligence led to the sinking of the ferry and the deaths of 203 people, Tanzania's Citizen newspaper reported.
The death toll rose to 203 after six bodies were found this week in the Kenyan port city of Mombasa.
The prosecutor said the accused allowed the ferry to be overloaded with passengers and cargo.
Zanzibar authorities promised to punish those responsible for the Indian Ocean archipelago's worst ferry disaster.
Rescue teams, with the help of South African navy divers, on Friday abandoned efforts to retrieve more bodies thought to be trapped inside the capsized vessel.
