The nation's weather

Tropical Storm Isaac was expected to reduce to a tropical depression by Thursday night as it moved farther inland over Louisiana and reach southern Arkansas by early Friday morning.

Despite the weakening, heavy rains with dangerous flooding and strong to damaging winds were expected from eastern Texas through Mississippi, Arkansas and Alabama.

Total rainfall could range from 7 to 14 inches, with isolated amounts of 20 inches, in much of Louisiana, southern Mississippi and southwest Alabama through Friday morning. Rain amounts of 3 to 6 inches was expected over southern Arkansas by Friday morning. Isolated tornadoes were possible along the central Gulf Coast region and parts of the lower Mississippi River valley through Thursday.

Elsewhere, showers and thunderstorms were to continue in South Carolina and the Southeast as a frontal boundary dropped southward. A cold front from the West was expected to move into the Upper Mississippi Valley and the Upper Great Lakes with chances of showers and thunderstorms. Critical fire weather conditions were expected from northeastern Colorado through the southern half of Wisconsin.

Temperatures in the lower 48 states Wednesday have ranged from a morning low of 30 degrees at Mt. Washington, N.H., to a high of 108 degrees at Winner, S.D.

There has been an influx in home owners purchasing a number of home improvements as those who were thinking about moving have been put off by the state of the housing market. With the housing market still recovering many people have tried to increase the value of their home so when the market does start to recover, they will be in a good position to sell. Many people have read different home improvement stories about how best to increase the value in your home but in order to ensure you are spending your money wisely you really need to analyse whether the home improvement you are going to buy is the right one for your home. There are many different ways of increasing the value of your home but not all of them are going to be right for your home. You need to talk to an expert first to get their opinion (this should not carry a cost as many companies will offer free consultation), they will be able to give you a number of options available. The main thing to think about is the style of your home and whether the improvement is going to match it. There have been many cases where a home owner has made a home improvement that should add thousands to the value but when it has been completed it looks out of place and the home owner ends up wasting all that money. One way of seeing how a home improvement may look is to look at your neighbours' homes and see if they have anything similar, that way you can see what yours may look like. If you have nothing to compare against, designers can give you an idea of how it will look. If you are having new doors and windows for example, you need to make sure that colours and styles match the rest of your home. You may need to choose a more traditional style if you have a traditional styled house or if you have a modern styled home, you can afford to be more adventurous about the colour and style. Matching your new home improvement with your home is extremely important in order to get the true benefits. If you are making the improvements to help you sell, make sure you choose something that buyers are going to appreciate and will get the benefits from in the long term such as energy saving doors and windows. Home improvements such as fire doors and stable doors are the best ways of increasing the value and style of your home.

Tropical Storm Isaac continues to dump rain on Louisiana

As slow-moving Tropical Storm Isaac moves away from New Orleans, surrounding areas of Louisiana are expected to see almost 2 feet of rain and more dangerous floods by the end of the week, while seven tornadoes have spun off from Isaac in Mississippi and Alabama so far.

A tornado that touched down in Gulfport, Miss., has caused the most damage, where significant destruction to homes has been reported. Carlos Redmond, a spokesman for Harrison County Emergency Management, said it's assessing the damage.

"We're looking for daylight. That's what we're looking for. We'll be able to tell a lot more at that time," Redmond told ABC News Thursday.

The U.S. National Hurricane Center said tornadoes are possible along the central Gulf Coast region and parts of the lower Mississippi Valley through Thursday.

The rising waters from rain and flooding have already left locals scrambling up to attics and onto roofs. The main parishes that pose the greatest concern sit around Lake Pontchartrain. With another 4 to 7 inches of rain expected, many officials have expressed worry about the rising waters.

Officials in LaPlace, La., about 25 miles northwest of New Orleans, in St. John the Baptist Parish, called the situation dire.

"I'm afraid the tide is really going to catch some of us off guard tonight," Parish President Layton Ricks told ABC News late Wednesday night.

3100 people have been evacuated in the town since 3 p.m. Wednesday, according to a National Guard officer, with more than 1,000 waiting for rescue in LaPlace as the city sees its worst flooding in 40 years. Housing developments, such as the River Forest subdivision where dozens of families were rescued Wednesday, are under 5 feet of water. The Louisiana National Guard said it would be out in force Thursday across the St. John the Baptist Parish, assisting in rescue efforts.

"It's our own little Katrina," said Tania Trege, wife of St. John the Baptist Parish Sheriff Mike Trege, describing the situation in Laplace.

Towns southwest of New Orleans have already received about 20 inches of rain, with another 4 to 7 inches possible. New Orleans International Airport has officially received 10 inches of rain so far.

As of 5 a.m. ET, Isaac was about 55 miles southeast of Alexandria, La., and about 110 miles northwest of New Orleans. Tropical storms winds extend outward up to 175 miles. Isaac's maximum sustained winds are at 45 mph, according to the U.S. National Hurricane Center in Miami.

A tropical storm warning was still in effect from Cameron, La., to the Mississippi-Alabama state border, according to the Hurricane Center.

An unofficial rainfall total of 22.5 inches was reported in Arabi, La., near the city's 9th Ward on Wednesday. An official report from Audubon Park in New Orleans listed 17 inches of rainfall.

Livingston Parish officials told ABC News that they felt the worst of Isaac at 10 p.m. Wednesday, and expect flooding in the low-lying parts of the parish. Rescue efforts were under way and officials said this will be the first overnight of many water rescues in the area.

Rescue operations are still under way in Plaquemines Parish, where more than 100 people in the parish have been rescued so far. A levee in Plaquemines Parish will be intentionally breached at some point Thursday to relieve pressure on it. That area has been under mandatory evacuation.

One person has been reported dead, according to The Associated Press, compared with 1,800 deaths from Katrina in Louisiana and Mississippi. And police reported few problems with looting.

More than 725,000 homes and businesses throughout Louisiana were without power as of 2 a.m.

In Mississippi, Highway 90 remains shut down, with much of area now submerged in water. 30,000 customers are without power in Gulfport, Miss., alone, where an apparent tornado spawned by the storm ripped a house from ground.

In Biloxi, powerful winds are ravaging the city as residents begin to worry about raw sewage and mold.

President Obama declared federal emergencies in Louisiana and Mississippi late Wednesday, according to a statement from the White House. The disaster declarations free up federal aid for affected areas.

Of Louisiana's 64 parishes, 58 are under states of emergency this morning.

Forecasters expected Isaac to move inland over the next several days, dumping rain on drought-stricken states across the nation's midsection before finally breaking up over the weekend. The storm was expected to weaken to a tropical depression Thursday, according to the Hurricane Center.

Five to 10-foot storm surges were expected in Mississippi and southeastern Louisiana, with seven to 14 inches of rain, and some areas could see 25 inches, the center said.

ABC News' Max Golembo and The Associated Press contributed to this report.

American cities losing the most jobs

Witold Skrypczak / Getty Images file

The worst of the unemployment woes may be over in Prescott, Ariz.

By Alexander E. M. Hess, Lisa Uible & Michael B. Sauter, 24/7 Wall St.

The economy has begun its slow recovery from the Great Recession, and with it, the labor market is showing signs of improving as well. The unemployment rate fell from 9.5 percent in June 2009 to 8.2 percent in June 2012. Like the country as a whole, most major metropolitan areas have begun to recover.

24/7 Wall St.: The smallest professions in America

Others, however, actually have taken a turn for the worse. Ten metro areas from all over the country had at least a 5 percent decrease in the number of employed people since the summer of 2009, when national unemployment was close to its worst point. 24/7 Wall St. looked at the 10 metropolitan areas with the largest decline in employment between June 2009, near the peak of the recession, and June 2012.

Of the 10 metro areas on our list, five are in California and the Southwest (Arizona, Utah or Nevada) -- parts of the country that were hit particularly hard by the subprime mortgage crisis. These states have had the highest unemployment rates in the country since the recession began, and they continue to founder today. In fact, for Nevada and California, things have gotten even worse relative to the rest of the country. Unemployment in Nevada has increased from 11.8 percent in June 2009 to 11.9 percent in June 2012, going from third worst in the country to the worst.

However, among the metropolitan areas with the biggest declines in the number of employed people, the unemployment rate has only increased substantially in a handful of these regions. In some cases, it actually declined. In St. George, Utah, for example, the unemployment rate has fallen from 9.9 percent in June 2009 to 7.6 percent in June 2012. The reason has to do with the number of people looking for work. In St. George, Prescott, Ariz., and Michigan City, Ind., the labor force -- comprised of the number of people employed and those looking for employment -- has fallen by more than 5 percent, as people have either given up their job search or have left the area.

The two metro regions with the largest decrease in employed residents -- Brunswick and Dalton -- are located in Georgia. While the two areas are nearly as far apart as areas can be and remain in the same state, both are a product of a worsening trend in the Peach State. In June 2009, unemployment in Georgia was 10.5 percent, the 14th highest rate in the country. As of June of this year, the rate has only slightly decreased to 9.6 percent, making it the eighth worst in the country.

In some of the regions on our list, many of the jobs were lost in the past 12 months alone. Dalton, Ga., lost roughly 4,400 jobs over the past three years, but more than 2,800 of those jobs were lost between June 2011 and June 2012. In other regions very few jobs were lost last year. Prescott, Ariz., lost 5,140 jobs in the past three years, but just 137 of those were lost in the past recorded 12 months.

24/7 Wall St.: The best job opportunities of the future

To find the 10 metropolitan areas with the highest percentage decrease in the number of employed people, 24/7 Wall St. reviewed data for 374 metropolitan areas from the Bureau of Labor Statistics. We considered the number and percentage change in the total employed and unemployed, and the labor force, which is the combination of those two groups. We also looked at the changes in the past 12 months, between June 2011 and June 2012, to determine if these changes were recent. The BLS also provided data about the types of jobs people are employed in as of June 2012. We often compared those figures to the state as a whole.

These are the 10 cities losing the most jobs.

1. Dalton, Ga.

  • ?Percent decrease of employed:?-8 percent
  • ?Decrease in people employed:?-4,446 (19th largest)
  • ?June 2009 unemployment rate:?12.7 percent (43rd highest)
  • ?June 2012 unemployment rate:?12.3 percent (19th highest)

Dalton?s unemployment rate is 2.7 percentage points higher than the unemployment rate of Georgia, and 4 percentage points higher than the national average. One of the many private employers laying people off in Dalton is?Shaw Industries. In October, 2011, the Dalton?Daily Citizen?announced that the carpeting manufacturer was planning to shut its Dalton plant down by the end of the year and cut 270 jobs.?Beaulieu Group, a floor manufacturer, also shut down two plants in the area that together accounted for 320 jobs. A depressed housing market can be blamed for these closures. Government funding also has been cut back in the region, meaning more layoffs and furloughs. The?Health Department?kept its offices closed two Fridays a month in the first half of the year due to declining state and local funding.

2. Brunswick, Ga.

  • ?Percent decrease of employed:?-6.1 percent
  • ?Decrease in people employed:?-2,991 (31st largest)
  • ?June 2009 unemployment rate:?9.4 percent (180th lowest)
  • ?June 2012 unemployment rate:?10.5 percent (44th lowest)

Between 2009 and 2012, 2,695 people in Brunswick stopped working or looking for work, thereby reducing the size of the labor force by 5 percent. Additionally, even as the labor force shrank, the number of people in the labor force who were unemployed rose from 5,039 in June 2009 to 5,335 in June 2012. This combination of a shrinking labor force and growing unemployment resulted in 2,991 jobs lost -- one of the larger decreases in the nation. However, the city?s employment loss trends began to reverse themselves in the most recent year, as Brunswick added 373 jobs and the number of unemployed workers fell by 234.

3. Champaign-Urbana, Ill.

  • ?Percent decrease of employed:?-5.8 percent
  • ?Decrease in people employed:?-6,241 (13th largest)
  • ?June 2009 unemployment rate:?8.7 percent (160th lowest)
  • ?June 2012 unemployment rate:?9.1 percent (114th highest)

One of two state college towns on the list, Champaign-Urbana lost 800 government jobs between June 2011 and June 2012. One of the private employers laying people off is Archer Daniels Midland Co. Due to lower corn and bean yields, the company does not have enough work to contract workers through?Zachry Construction.

24/7 Wall St.: American Cities Adding the Most Jobs

4. Prescott, Ariz.

  • ?Percent decrease of employed:?-5.8 percent
  • ?Decrease in people employed:?-5,140 (15th largest)
  • ?June 2009 unemployment rate:?10.4 percent (121st highest)
  • ?June 2012 unemployment rate:?8.7 percent (148th highest)

In the past three years, the number of people employed has dropped dramatically in Prescott from 89,328 workers in 2009 to just 84,188 by 2012. This was part of a larger decline in the size of Prescott?s labor force, which shrank by 7.5 percent between 2009 and 2012, the fourth-largest contraction in the nation over that time. However, the worst may be over as the number of workers in Prescott declined by just 137, or 0.2 percent, between June 2011 and June 2012. In June 2012, just three of 10 sectors had year-over-year declines in employment -- government, education and health -- and other services sectors each lost about 100 jobs.

5. Michigan City-LaPorte, Ind.

  • ?Percent decrease of employed:?-5.7 percent
  • ?Decrease in people employed:?-2,728 (35th largest)
  • ?June 2009 unemployment rate:?12.1 percent (54th highest)
  • ?June 2012 unemployment rate:?9.7 percent (74th highest)

In 2011, the?LaPorte hospital?laid off more than 100 workers because of a weak economy and the swelling number of uninsured patients. The increase in the number of uninsured people is not surprising given the number of job losses in the area over the past couple of years. This summer, Federal-Mogul Corp., an automobile parts maker, is closing down a factory and moving its production to Mexico in an effort to cut costs and save money, resulting in the loss of 100 jobs by the end of the year. This is not the only manufacturing company to close down or lay off workers in the area. Other companies include?Weil-McLain?and?Sullair.

Isaac moves north after drenching Gulf Coast, New Orleans

NEW ORLEANS (Reuters) - The Isaac weather system is expected to weaken further as it heads north on Thursday, having caused significant damage to the U.S. Gulf Coast but nothing on the scale of Hurricane Katrina, which devastated New Orleans in 2005.

The former Category One hurricane is likely to become a tropical depression on Thursday, and move over southern Arkansas by early Friday, the National Hurricane Center said.

As Isaac ebbs, post-mortems should show that an elaborate flood containment plan developed for low-lying New Orleans survived its first major test, seven years to the day after Katrina laid waste to large parts of the iconic city and killed more than 1,800 people.

And as the focus shifts from the coast, many further north will hope that Isaac brings rains desperately needed to ease a drought in the center of the United States, where summer crops have been ravaged and many rivers and dams are critically low.

The mayor of New Orleans, Mitch Landrieu, said the $14.5 billion system built for New Orleans by the Army Corps of Engineers -- an array of walls, floodgates, levees and pumps -- had performed "exactly as it should."

Isaac was never close to packing the punch of Katrina, which was a Category 3 hurricane on the five-step Saffir-Simpson scale when it smashed into New Orleans on August 29, 2005 - a day that still reverberates in the nation's psyche.

And early indications are that property damage from Isaac will not crack the top-10 list of worst U.S. hurricanes by inflation-adjusted losses.

But the storm still produced major headaches, especially the seemingly endless rain that caught many long-time residents by surprise, trapped some on rooftops, and caused significant flooding in low-lying coastal areas.

SLOW MOVING

Isaac's advance slowed to a crawl after it first grazed the southeast Louisiana coast on Tuesday. That slowdown allowed it to pick up strength and dump rain for many more hours than expected. Flooding and storm surges forced thousands from their homes in areas not far from New Orleans.

"There is no such thing as 'just' a tropical storm," Craig Fugate, director of the Federal Emergency Management Agency, said after Isaac was downgraded from Hurricane strength on Wednesday.

Fugate's boss, U.S. President Barack Obama, declared the impact on Louisiana and Mississippi major disasters and ordered federal aid to supplement state and local recovery efforts.

The NHC estimated total rainfall amounts from Isaac of 7 to 14 inches, enough for widespread lowland flooding. Isolated maximum amounts over much of Louisiana and parts of Mississippi, Alabama and even Arkansas were expected to be as much as 25 inches.

Storm surges at high tide were also as high as 12 feet on the coast of Mississippi and southeastern Louisiana. Thousands were evacuated from St. John the Baptist Parish, north of New Orleans, after surges in Lake Pontchartrain and Lake Maurepas.

New Orleans was provided with a heavy security presence to prevent any repeat of the days-long crime wave and general chaos that followed Katrina.

Police and National Guard units, many armed with assault rifles, patrolled dark and nearly deserted streets in downtown New Orleans, usually a hotbed of tourism.

The city was still being lashed by rain and high winds on Wednesday night and about 60 percent of all homes and businesses were without power.

GHOST TOWN

"It's a ghost town," said Sgt. Joseph Jennings, a member of the Louisiana Army National Guard patrolling the streets in an armored humvee.

"Everybody saw the widespread looting during Katrina and nobody wants that to happen again."

The darkness of the Lower Ninth Ward was eerily reminiscent of Katrina, when a nearby levee failed and the largely poor and black neighborhood was inundated by deadly floodwaters.

In the nearby Seventh Ward, one of the city's poorest and most crime-ridden areas, residents could be seen in shadows on porches, standing outside their darkened homes.

Earlier, along the shores of Lake Pontchartrain, Donalyn Lott watched a pumping station sucking water out of an overflowing drainage canal and into the lake.

"We're holding up pretty good ? no flooding," Lott said.

About 3,000 residents were forced from their homes in St. John the Baptist Parish, upriver from New Orleans, by flooding caused by storm surges.

Evacuations were also needed in Plaquemines Parish, a major shrimping area southeast of New Orleans that bore the brunt of the northward-moving storm.

Dozens were plucked from the roofs of their houses by local boatmen after earlier deciding they could ride out what compared with Katrina seemed like a small storm.

"This storm has delivered more of a punch than people thought," said Plaquemines Parish President Billy Nungesser.

More than 730,000 Louisiana and Mississippi customers of Entergy Corp and other local utilities were without power as of late Wednesday.

City officials also said Louis Armstrong New Orleans International Airport, which closed late Monday, would remain shut on Thursday as the lines that supply it with power were knocked out by the storm.

Benchmark crude oil prices slipped on Wednesday on expectations that damage to oil facilities, offshore and along the coast, would be limited. Major oil companies including Royal Dutch Shell and Exxon Mobil Corp, began making plans to assess or restart operations.

AAIA: Less Driving, Fewer Collision, More Business for Repair Shops

?

The automotive collision repair business in the U.S. grew 3.3% in 2011 to $38.7B, in spite of a decline in miles driven and the number of collisions, according to the latest report from the Automotive Aftermarket Industry Association.? Cars are lasting longer, being driven less and getting in fewer accidents, the report notes, citing multiple insurance and automotive industry sources.

The 2012 edition of the AAIA?s Digital Collision Repair Trends: Industry Statistics & Analysis arrives just a week before Telematics Update?s Insurance Telematics event in Chicago.? Insurance and automotive industry executives will convene next week to discuss usage-based insurance and the insurance implications of car sharing and EVs, among other topics.

The AAIA is most focused on the concerns of the independent car repair shop industry, of which there were 40,279 as of 2011, down from 46,700 in 2001, according to the report.? Insurers and independent car repair shops generally share the same objectives.

Not all car dealers embrace the collision repair business, but for most it is an essential element in their revenue portfolio.? Every OEM wants to see its cars repaired with genuine OEM parts.? The accident aftercare business is a strategic one for both new car dealers and OEMs and telematics ? a topic not covered in the AAIA report ? can serve as a lead generating device for the dealer channel.

The study reports that the average number of vehicle miles driven declined in 2008 for the first time in two decades.? The total was 2.96 trillion miles in 2011, down 1.2% from 2010.? Roadway congestion has also leveled off, according to the report.

The declining rate of vehicle usage has likely contributed to declining collision rates and declining insurance claims, both of which are cause for concern to both insurers and repair shops.? ?Most of this decline is coming in the developed world where more well-equipped cars are available with better educated drivers.? In developing markets around the world rising levels of vehicle ownership have brought to the fore issues of security, theft and rising accident rates setting the stage for very different insurance priorities.? (Preventing fraud has also emerged as a core issue throughout Europe.)

The proliferation of collision avoidance technologies including adaptive cruise control, blindspot detection, back-up cameras and lane departure warning have certainly contributed to the decline in collisions in the developed world.? But the U.S. saw a slight uptick in vehicle ownership last year after a leveling off between 2008 and 2010 ? rising slightly to 240.5M vehicles in 2011, according to data from Polk, which was a contributor to the report.? More cars usually translates to more miles driven and more accidents.

Polk also contributed average vehicle age data to the study.? Polk reports that the average car on the road in the U.S. is 11.1 years old, continuing a steady unbroken yearly rise from 8.4 years in 1995. Polk analysts say that the U.S. can expect to see the overall rate of vehicle ownership to resume its climb as the economy recovers and that the average age of a car will peak.

Vehicle age is a critical factor in determining the repair destination.? AAIA says that slightly more than one in three (36.9%) of vehicles in the one year-old category have its collision repair work performed at new car dealerships.? The percentage drops substantially after the first year as consumers seek independent repair channels to fulfill their collision repair needs.

So the megatrends represent a mixed bag of good news and bad news for independent repair shops.? Cars that last longer are more likely to be brought to an independent repair shop for repairs, but not if there are fewer accidents.

AAIA says that in 2010, independent repair shops contributed 86.3 percent of total sales in the collision repair industry, with dealership body shops making up only 13.7% of total sales.? ?Previous experience? and ?convenience? were the most important factors in selecting an outlet for collision repair work, the study states.

Insurers and independent repair shops have a common cause in capturing a larger chunk of the collision aftercare market.? For new car dealers, the best opportunity lies in leveraging vehicle connectivity technology to better identify, respond to and capture post-collision opportunities.?

Telematics has a role to play in this scenario, but no car maker has found the solution to this challenge yet.? Until OEMs can solve this problem their aftersales divisions will continue to miss out on billions of dollars in revenue while dealers battle insurers and independent shops for profitable collision repair opportunities.

Tim Cook and Larry Page reportedly chat about patent wars

According to Reuters, Tim Cook and Larry Page have been having behind the scenes chats over the last week or so, most notably about the ongoing patent proxy war between the two companies. According to sources, the Apple and Google CEOs spoke last week over the phone and are planning a meeting where, hopefully, they can hash out some of their differences. Discussions are also apparently taking place at lower levels, which could indicate this is a concerted effort to put to rest the tiresome battles over intellectual property. Unfortunately, details about what exactly the two talked about and how broad those conversations were are unknown. But, it's definitely a good sign that the two sides are talking. Perhaps the relatively new corporate heads can avoid going completely "thermonuclear," as Cook's predecessor infamously threatened.

Update: All Things D has gotten confirmation from its own sources, and points out that Google is "wearing several hats here," including as the owner of Motorola Mobility which is currently suing Apple. However, we're still holding out hope that the licensing deal struck between those two companies is a sign of better days to come.

How Many Grains of Sand Are on Earth's Beaches?

The Math Dude: Quick & Dirty Tips to Make Math Simpler

Scientific American presents Math Dude by Quick & Dirty Tips. Scientific American and Quick & Dirty Tips are both Macmillan companies.

Today we?re going to learn how math makes it easy to estimate things that seem practically impossible to calculate. In particular, since summer is in full swing, we?re going to take math to the beach and think about the age-old question: How many grains of sand are on all of Earth?s beaches? As long time Math Dude fans may recall, we first learned about using math to make estimates when we watched Secret Agent Math daringly calculate how many breaths of air there are in a sealed room. So why are we revisiting this topic? Because learning to combine your brain with math to make estimates is an absolutely invaluable skill?and it?s a skill that?s only developed with practice. Which is exactly what we?re going to do today.

Step 1: Make a Plan Sometimes it?s fun to jump right in and do something without really knowing what you?re doing. And while that kind of spontaneity is great for things like claymation and spur-of-the-moment weekend trips, it?s a really bad idea for tackling math problems. As such, the first thing we need to do today is make a plan for figuring out how many grains of sand there are on Earth?s beaches. I know this might sound like a nearly impossible task, but rest assured that overcoming these seemingly long odds?and the sense of dread they instill in the hearts of otherwise brave souls?is precisely what our plan will do.

The best way to tackle a tough problem like this is to break it down into easier parts. In our case, if we can estimate how many grains of sand there are in a typical volume of beach (say the number of grains per cubic meter), and then estimate what the volume of sand is on all the beaches of the world (say in cubic meters), then all we have to do to find the total number of grains of sand is multiply these two numbers together. Easy, right? Well, okay?perhaps this still isn?t exactly easy. But let?s continue marching bravely forward to see if we can tackle each of these sub-problems on their own, and then to see if this divide-and-conquer approach can help make the seemingly impossible possible.

Republican convention is in full-throated roar

TAMPA, Fla. (AP) ? With the Republican National Convention at last in full-throated roar, nominee Mitt Romney and his team reached out Wednesday to connect with critical voting groups ? veterans, Hispanics and women ? while gleefully mocking the man he is out to defeat in November.

Romney himself was ducking out of his own convention in Tampa to address the American Legion Convention in Indianapolis. Sen. Marco Rubio, R-Fla., a top Hispanic voice in the GOP, made the round of morning talk shows to defend the GOP nominee's policies. And Ann Romney and Janna Ryan, the wife of Romney's running mate, teamed up to headline a "Women for Romney" event.

His nomination now official, Romney was free at last to start dipping into his general-election pot of campaign cash.

"We're excited that now he's going to be able to spend money, both in English and in Spanish, to explain to people how his policies will help grow the economy, help small business, help people have the confidence to invest in the future," Rubio said on "CBS This Morning."

To ensure the cash keeps rolling in, Ann Romney emailed supporters a fundraising appeal that echoed her Tuesday night speech to the convention.

"This man will not fail," she promised in the plea.

The main draw Wednesday night is vice presidential candidate Paul Ryan, the 42-year-old Wisconsin congressman and author of a tough budget that remakes the way the government spends money. A poll by the Pew Research Center and The Washington Post found Americans deeply divided about Ryan, whom they described as conservative, intelligent, fake, phony.

President Barack Obama, for his part, was courting another key voting group ? young voters ? with a second day of campaigning in college towns. He had hoped to speak on the University of Virginia campus, but the school rejected that idea, saying it would disrupt classes on the second day of the semester. He'll speak in an off-campus pavilion instead.

The politics played out as Hurricane Isaac blew ashore on the Gulf Coast, casting uncertainty into a convention that scrubbed the first day of events out of fear it would swipe Tampa. Any scenes of destruction along the Gulf Coast were sure to temper the celebratory tone, and further compression of the schedule was possible if the storm proved disastrous.

The latest economic news suggested weak growth in the second half of the year, fodder for Republicans who blame Obama for the sluggish recovery. The U.S. economy grew at a tepid 1.7 percent annual rate in the April-June quarter, the government reported Wednesday, a bit better than expected due to slightly stronger consumer spending and greater exports.

The GOP's outreach effort went into full gear after Ann Romney offered convention delegates ? and a national TV audience ? a soft-sided portrayal of the Republican candidate in her convention address. Her appearance was paired with a parade of gleeful Obama-bashers as the GOP seized its moment after days of worry about the hurricane.

Beyond Ryan, Wednesday's lineup includes 2008 Republican presidential candidate John McCain and former Secretary of State Condoleezza Rice. Romney speaks Thursday night to bring down the curtain-closing balloons. Obama's Democratic National Convention follows next week in Charlotte, N.C.

Rubio held out Ryan as a "serious policy thinker" who's "going to have a bunch of new fans across this country" after he speaks.

The Obama campaign, in turn, released an online video targeting Ryan as a politician from a "bygone era" whose views threaten Medicare and would gut funding for Planned Parenthood.

Rice, warming up for her speech, said the voice of the United States in world affairs "has been muted" under this president, creating a chaotic and dangerous security environment. She spoke on "CBS This Morning."

Opinion polls, however, show Obama getting high marks on national security after ending the war in Iraq, drawing down the conflict in Afghanistan and ordering the killing of terrorist leader Osama bin Laden.

The convention's keynote speaker, the unpredictable New Jersey Gov. Chris Christie, issued a broad indictment of Democrats on Tuesday as "disciples of yesterday's politics" who "whistle a happy tune" while taking the country off a fiscal cliff.

"It's time to end this era of absentee leadership in the Oval Office and send real leaders to the White House," he said. "Mitt Romney will tell us the hard truths we need to hear to put us back on the path to growth and create good-paying, private-sector jobs again in America."

Romney made his debut at the convention two days before his own speech, rousing the crowd into cheers as he took the stage briefly to share a kiss with his wife after she spoke. Ann Romney's prime-time speech was in large measure an outreach to female voters as she declared her husband "will not let us down" if elected president.

Her tone was intimate as she spoke about the struggles of working families: "If you listen carefully, you'll hear the women sighing a little bit more than the men. It's how it is, isn't it? It's the moms who always have to work a little harder, to make everything right."

Obama's allies did their best to counter Romney and the Republicans.

In her own effort to woo female voters, first lady Michelle Obama traveled to New York to promote her healthy-living initiatives while visiting "The Dr. Oz Show" and Rachael Ray's talk show. The programs will air next month, closer to the election.

Mrs. Obama also was making a guest appearance on Wednesday's "Late Show with David Letterman."

Los Angeles Mayor Antonio Villaraigosa, dismissing GOP attempts to woo Hispanic voters, said: "You can't just trot out a brown face or a Spanish surname and expect people are going to vote for your party or your candidate." He added, "This is a party with a platform that calls for the self-deportation of 11 million people."

Hispanics strongly favor Obama, according to public polls, and Romney and his party have been seeking to win a bigger share of their votes by emphasizing proposals to fix the economy rather than ease their positions on immigration.

Polls find the economy is overwhelmingly the dominant issue in the race and voters narrowly favor Romney to handle it. In an AP-GfK poll taken Aug. 16-20, some 48 percent of registered voters said they trust Romney more on economic issues, to 44 percent for Obama. However, a Washington Post-ABC News in the days immediately before the convention found that 61 percent of registered voters said Obama was more likable, while 27 percent said Romney.

Blue Moon Science: Friday's Full Moon Explained

With a so-called "blue moon" set to rise in the night sky this Friday (Aug. 31), you may find yourself wondering: Just what is a blue moon, exactly? And where does the term come from?

Somewhat confusingly, the answers have nothing to do with the moon's color. The "blue moon" tale is a convoluted one, with much of the action taking place in the relatively recent past.

In 1946, "Sky and Telescope" magazine traced the term to the "Maine Farmer's Almanac," where it apparently referred to the third full moon in a season that contains four full moons instead of the usual three.

The year is divided into four equal seasons, each 91 or 92 days long. Because there are 29.5 days between full moons, four full moons occasionally get squeezed into a single season. [Once-in-a-Blue-Moon Not Really Blue (Infographic)]

But the author of the "Sky and Telescope" article misintrepeted this complicated definition, declaring that a "blue moon" is actually the second full moon in a month with two full moons.

The new (and wrong) meaning didn't attain widespread usage until decades later. It was used during a broadcast of the radio show "Stardate" in January 1980, according to a much more recent article in "Sky and Telescope."

Then, in 1981, the designers of the board game Trivial Pursuit came across the 1946 magazine article. They put the definition into the game, and suddenly this incorrect explanation of an unscientific term became ?general knowledge.?

So that is why Friday's full moon is known as a "blue moon." It really is no different than any other full moon, except that an accident of the calendar causes it to be the second full moon in the month of August, the first having been on Aug. 1.

While the phrase "once in a blue moon" implies that the skywatching phenomenon should be exceedingly rare, that's not the case. On average, blue moons come along once every 2.7 years.

While we're on the subject of weird moon myths, here's another: the fable that the moon is made of green cheese.

This really did start out as a fable in the 16th century. In the original story, a simple-minded person sees the reflection of the full moon in a pond, and is made to believe that this is a wheel of new-made cheese. This children's story has been repeated so many times through history that it has become something of a cultural touchstone.

But the moon, like the Earth, is made of ordinary rock. In fact, most researchers believe that the moon coalesced from pieces of the ancient Earth that were blasted into space after a Mars-size body struck our planet billions of years ago.

Please don't tell Wallace and Gromit. We wouldn't want to disillusion them.

Having Serious With Personal Financing Budgeting. ? Want Articles?

As well as noticed that no matter what quantity of money you make in monthly, there is never adequate?

You most likely understand how much you earned last month, but do you discover how much you spent? If you dont, you are not the only one who doesn?t. According to survey, most people spend 10% a lot more than they make!

Why is it tough to track spending?

It is difficult for people to track their spending and whether it?s wise or not simply because they cannot decifer between requirements and wants. This is one on the biggest hindrance towards getting into practice good private finance budgeting.

You may need items in life including foodstuff, water, shelter and clothing. Needs are those stuff we cannot live without. Needs are also those who living without would case difficulties and distress. Knowing between needs and wants is essential since your perception will determine whether you spend your money on this or not.

Advertising is so powerful these days that you might think of luxuriuos goods as ?needs? when in fact you dont actually need them. These deceiving commercials upon TV greatly influence the purchasing and personal financial budgeting behavior. It is your job to manufacture a wise decision whether every new product is something you really need in addition to cannot live without. Some things may help to make life easier and equal to the quality of life you are living, but it is more imperative that you know whether you can certainly truly afford them or maybe not.

After learning between desires and wants put whatever you have learned into train. Here is a simple spending system that will greatly help your personalized finance budgeting:

- Create a personal finance budget which you can use
- Save 10% of one?s income
- Always know just how much you have left to shell out
- Instantly know the impact of any spending decision
- Track all ones purchases
- Pay your bills by the due date

Many people create a financial budget according to other people financial worksheets. As much as it?s good to have some sort of reference, do not forget to generate it personal. In 2005 the You. S. was implemented with completely new bankruptcy laws that handed congress. Before that time, filing for chapter 7 bankruptcies was an easy way out of financial responsibilities.

Many people spent years being careless using credit and debts because it can be fixed with a fast filing for bankruptcy.

Now that the regulation has changed, there are more rules for filing a section 7. Before the 2005 modification, filers could choose which code they wished to file under. Income did not issue.

One of the main changes is that now those with a higher income will have to file under chapter 13 and therefore pay off some of the incurred debt. The law also charged new restrictions on chapter 7 lawyers. It may be tougher now to get a lawyer who will represent you in the bankruptcy case.

In addition to the modern income restrictions, there is also necessary counseling that debtors must complete before and after filing for chapter 7 bankruptcy.

Pre-filing, individuals must complete credit counseling and post-filing, they must complete economic budgeting. These should have also been implemented years before. They are designed to hold people aware of their own spending and keep them on track.

No, business owners don't build their businesses

So who really builds America's businesses? Is it entrepreneurs? Or is it the government?

The real answer is neither, and I'll get to that in a moment.

The whole issue of "who built that" blew up when Fox News and a bunch of Republican bloggers decided to twist one of President Obama's quotes. Here's what he actually said:

"If you were successful, somebody along the line gave you some help. There was a great teacher somewhere in your life. Somebody helped to create this unbelievable American system that we have that allowed you to thrive. Somebody invested in roads and bridges. If you've got a business -- you didn't build that. Somebody else made that happen. The Internet didn't get invented on its own. Government research created the Internet so that all the companies could make money off the Internet."

Let this be a lesson to all writers out there about the danger of using pronouns. Rephrase your words to avoid unfocused pronouns if you want to avoid this type of problem. From the context of the president's speech, it's pretty clear that President Obama was referencing "this unbelievable American system" and "roads and bridges" when he said that you didn't build "that." When reporting on the speech, the president's opponents dropped those preceding sentences, though, to make it appear that the president instead was referencing "you've got a business" when he said "you didn't build that."

Since this incident first blew up last month, the president's supporters have counter-attacked by pointing out every instance when someone hitting the president over this line accepted or benefited from some government program. When the Republicans planned a "We Build It" theme for their convention, writers noted that the Republicans' schedule speaker, Maryland entrepreneur Sher Valenzuela, actually built her business using $17 million in government loans and contracts.

But I don't care if someone finds an entrepreneur who started a business that accepted no government loans and no government contracts. I don't even care if that business doesn't use the Internet or any other government-funded or supported technology. No matter how independent an entrepreneur might be, there is no business on Earth that was built solely by its owner.

That's because owners don't build businesses. Customers do.

No business owner ever made a dime of income without customers. Banks might give you loans. Investors might hand you money in exchange for shares of the company. But no one makes any income if customers don't spend.

When you go out shopping, you're building businesses with your dollars. You are deciding, with your spending, which businesses will be able to pay their bills, hire new workers, donate money to their communities, and have enough money left over after expenses to deliver profits to their owners. Without people like you spending money, businesses won't have the income to pay those bills, hire new workers, donate to worthy causes, or give their owners any profit. Without customers, no businesses get built - and I don't care how their owners vote.

That's why it steams me to hear Republicans trot out business owners such as Valenzuela who take credit for their business' success. Smart business owners give credit where it's really due - to their customers.

I don't want to spend my money to build a business owned by someone who believes he's entitled to my cash. I want to spend my money building up business owners who take care of my needs - who deliver solid value in return for my dollars. I want to build businesses run by people who believe in customer service.

People who practice great customer service don't think short-term. They take a long view, starting from before a potential customer even thinks about walking into their stores. Great business owners know that not only must they provide something that meets their customers' needs, but that their customers also must feel comfortable and secure enough to make that purchase.

If you're business owner who really sees the long view, you know that you won't be able to attract customers when they're worried about losing their jobs. Or not being able to afford anything after paying their bills. Or when people can't get to your store because the local government cut its budget and won't pay to plow the streets in winter, repair them in the spring, or run enough buses throughout the year. You know that the financial health of your entire community determines how many customers will walk through your door.

So that's why you pay a living wage to your employees. That's why you give to the local public schools. That's why you pay your taxes, and don't look for every obscure loophole to get out of paying a fair share.

And that's why when some selfish business owner down the block starts yapping about how he built his own business thanyouverymuch, you sigh and tell the staff to get ready. Because that selfish loudmouth just showed how little he thinks about his customers. Which means that, maybe, a few of them might decide to spend their money to build your business instead.
